Missouri advocates present their State Plan We did it," says Freedom Clearinghouse national organizer Candace Hawkins, who is also an advocate in Missouri. On April 14, the advocates presented their Olmstead Plan at a meeting of the Missouri Governor's Policy Director and the Governor's Legal Counsel. "They were stunned," she said. Representative of the regional offices of the U.S. Dept. of Health and Human Services, HHS's Office of Civil Rights and federal Medicaid (HCFA) appladued the group's efforts. Advocates are holding a press conference.April 28th to announce the effort. "With Missouri's Long-term care Medicaid dollars now freed by the Legislature's Appropriations Committee to 'follow the individual' starting July 1, until state administrator act, all that can be done is identify people who are ready to move to freedom and get them ready to move -- or to file OCR complaints against the state," says Hawkins. "We will draft the Informed Choice booklets and the Due Process booklets for the state. "However, it is up to the state to implement plans. "Stay tuned."
